We are proposing on a 5-year contract at Camp Pendleton, CA. and seek highly experienced, qualified employees to fill these positions. 

 

JOB FUNCTIONS: I

Overview: Contractor will perform skilled electronic and electrical installation; perform maintenance and preventative maintenance; program radios; employ Programmable Logic Controllers (PLC) and power monitoring equipment; troubleshoot and repair electrical, electronic control and telemetering instruments used to operate and monitor the Marine Corps Base (MCB) water, wastewater, gas and electric systems; install, program, calibrate, and commission PLCs and Supervisory Control Data and Acquisition system (SCADA); program PLCs using various software to interface with plant equipment for process changes to troubleshooting; develop electrical and electronic system designs, plans, specifications, wiring schematics, and basic one-line diagrams; assist in the start up and troubleshooting of the process control system, including correcting problems with communications, field variables, or design engineering; coordinate and acquire materials and equipment to repair or install at facilities; act as technical lead on new projects including new gas, water, electric, wastewater facilities, substations, pump stations, plants, etc; review drawings, plans, and submittals from the MCB’s Engineering Division; write process controls technical specifications; enforce compliance with Base Division; provide technical and inspection assistance to the base Inspectors; assist design engineers or engineering contractors with design criteria for process controls and electrical distribution projects; perform calibration and verification for California Corporation Commission on gas regulator stations; certify calibration for Inter-Agency flow meters; calibrate process meters for pressure levels, and power and gas levels; create, modify, and update AutoCAD and/or Visio drawings for new and existing projects;  diagnose and troubleshoot single-mode and multimode fiber optic networks and fiber splicing with a fusing or mechanical splice on Base-wide projects. May be subject to call out and after-hours standby duty for emergency repairs, and must be willing to work overtime as required.  Employee will receive oversight from a Telemetering Instrumentation and Controls Foreman who reviews completed work for conformance and compliance with installation, maintenance, and repair specifications and standards. This position is subject to random drug and alcohol testing to comply with Department of Transportation (DOT) Research and Special Programs Administration (RSPA) regulations 49 Code of Federal Regulations (CFR) Part 199. Must have any combination of training, education, and experience equivalent to graduation from an accredited college or university with an Associate’s Degree in Electrical, Electronics, or related field; one to three years experience as a journey-level electrician, and three to five years of additional experience in the instrumentation field involving the installation, maintenance, calibration, and repair of electronics solid-state controls, instrumentation, data communications, and related equipment. Experience with medium voltage switchgear and starters, installation of fiber optics; variable frequency drives; and AutoCAD or Visio is highly desirable. Must possess a valid California drivers license and be able to obtain a government drivers license; meet the physical standards and requirements for the wearing of Self-Contained Breathing Apparatus (SCBA) respiratory protection equipment (by assignment to Water Treatment Plants); must be able to qualify to use protective respirator equipment based on passing a specialized physical examination by hire or promotion date and maintain respirator certification (by assignment to Wastewater Treatment Plants); successfully complete operator qualification training administered by the Utilities Department within 18 months of hire/promotion into the class and must retain qualification throughout employment in order to work on base’s natural gas system. 

Employee must have the knowledge and skills to identify problems, areas of improvements, and to coordinate solutions; works to identify and resolve service issues; present ideas clearly to share acquired knowledge, negotiate outcomes, discuss alternatives, and address problem/conflict situations; communicate and coordinate work activities with other work units to ensure timely completion of new installation constructions; use various power tools to repair electronic/electrical controls and instruments, and install electronic telemetering devices, ultrasonic sensors, sequential controls, alarms, and digital computer interfaces; test and calibrate electronic equipment; use a laptop computer to troubleshoot, document, modify, or correct programs for PLC’s radios, etc.; document new installations and modifications on “as-built” instrumentation; modify or update drawings in AutoCAD or Visio; diagnose and repair equipment failures and malfunctions utilizing schematic diagrams and test equipment, which includes oscilloscope, frequency counter, and signal micro component level; read schematics and blueprints to trace complex electronic and electrical circuits; operate a half-ton pickup truck to drive to different job sites; use common hand tools, such as handsaws, strippers, etc, to install parts and repair equipment; cleans drills, saws and grinders. Operates a personal computer (PC), and uses software (e.g., word processing, databases, spreadsheets, graphics packages, and emulation, etc.) to prepare detailed and technical reports for use by others including management, coworkers, vendors, or other employees; meet scheduling and attendance requirements; prepare, read, and interpret schematics and blueprints; diagnose cause(s) for malfunction or failure of electronic controls and instruments; analyze data collected regarding functions of the SCADA network and recommend actions to enhance performance; evaluates the development of changes in communications, including protocols and topologies, with the SCADA operating system;  comprehend and makes inferences from written material; learn job-related material in classroom and on-the-job training settings; apply operating system(s) and communication protocol(s) that are used in the MCB’s computing environment; apply safety procedures and practices applicable to working with electrical and electronics; apply solid-state electronics theory and practice; The installation, maintenance, and repair procedures for various electronic telemetering devices; apply programming ladder logic; and operate variable frequency drives and magnetic flow meters, radios, and solid state electronics; test and calibrate electronic equipment; other duties as deemed relevant and appropriate for this level position. This position requires a minimum of 5 years of experience.
