N-E-I is a service business with a
history of successfully delivering projects for federal government agencies by
providing outstanding service and comprehensive turn-key solutions. We are

Minority entity, which has been in operation since 1987. We are proposing on a 5-year contract at Camp
Pendleton, CA. and seek highly experienced and qualified employees to fill these
positions.
JOB FUNCTIONS: I
Provide GIS
services in support of environmental programs. Services include, but are not
limited to: Cultural resource studies,
documentation, mapping and impact analysis; environmental cost assessment;
environmental impact analyses; environmental regulatory compliance; groundwater
monitoring; growth forecast modeling; habitat conservation plan(s)/planning;
habitat modeling; image analysis support for critical infrastructure management
and emergency response, as needed; mapping, cartography and “mashups” (e.g., combining data from more than one source
into a single integrated data set/tool); data acquisition, compilation,
management, migration and pattern/spatial analysis; natural resource planning
and management; remote sensing for environmental studies; marine and/or
atmospheric measuring/management; vegetation mapping; and watershed
characterization for land management and mitigation planning.
Other tasks
include:
1. Provide
capability in the application of Geographic Information Systems (GIS)
principles, computer data management, cartography, geographic analysis, and
remote sensing. This includes computer
data management and computerized mapping systems, specifically Environmental
Systems Research Institute ESRI products (version 9.3 or current), ArcGIS Desktop, including the Spatial Analyst, 3D Analyst,
and Data Reviewer extensions; database management principles and database
software (e.g. Microsoft Access, and ArcGIS Server);
Federal Spatial Data Standards For Infrastructure and Environment (SDSFIE)
sufficient to implement and maintain a functional and practical database
system; and other hardware (e.g. GPS
units, GPS base station) and software (e.g. AutoCAD, Microsoft Office, and
Adobe Acrobat) sufficient to implement GIS mapping of natural and cultural
environment, as well as other environmental resource data, and to coordinate
technical aspects with computer mapping specialists elsewhere within the
Department of the Navy, Marine Corps, and other Department of Defense (DoD) and Department of the Interior (DOI) federal agencies,
including but not limited to, the US Forest Service (USFS), US Bureau of Land
Management (BLM), US Bureau of Reclamation (BoR), as
well as other State and local jurisdictions and appropriate Non-Governmental
Organization DoD partners (e.g., Nature Conservancy, Endangered
Habitats League, etc.).
2. Analyze and
evaluate data generated by diverse sources for reliability, robustness, and
appropriateness for use in a variety of statistical, population, and life
history models; present and illustrate geographic data in written and graphic
form requiring a minimum of review and editing; create informative metadata
compliant to Federal Geographic Data Committee (FGDC) Content Standards for
Digital Geospatial Metadata (CSDGM); communicate effectively, both orally and in
writing, in order to convey information, findings, and recommendations to
military staff, environmental managers, employees, and outside parties; read
and interpret photographs (especially aerial photographs), and maps and charts
of different scales and projections; and integrate geographic information for
presentation from a regional viewpoint.
3. Provide GIS
technical expertise and support for reviewing, revising, commenting, managing,
tracking, filing and data compilation and manipulation/update for all NEPA
programs and projects across the MCIWEST AOR, as well as the “white spaces” in
between USMC Installations. This may include related, supporting documentation,
spreadsheets, databases, and forms, and development of formal presentations and
briefs. Provide additional support for
data base entry into existing and/or yet-to-be-developed electronic data
tracking, monitoring and implementation systems.
4. Assist with
the monthly review and capture of NEPA and Resource Management and
Environmental Compliance programs and project data from both the installation
and regional levels. Projects and
associated data may involve major military construction projects (MILCONS),
implementation of new or replacement weapons platforms, land/airspace
acquisition and expansion projects, programmatic agreements and/or other
related, complex programs and projects in support of the military training
mission aboard MCIWEST Installations.
5. Review draft
reports and assist with review and comment preparation as it relates to GIS
data and graphics representations (mapping), and/or assist with coordination
and communication between MCIWEST offices and MCIWEST Installations, as well as
Marine Forces Pacific (MARFORPAC) and Headquarters U.S. Marine Corps (HQMC)
staff plus organizations external to the Marine Corps, as required. Individual shall review each assigned project
and its relevant data sets for consistency with relevant technical
requirements, applicable Navy/Marine Corps instructions and military orders and
existing interagency agreements, as well as Regional and Installation policies,
strategies and philosophies.
Individual must
have a minimum of a Bachelor’s degree in a technical field such as geography
(GIS), engineering or environmental sciences (e.g., biology, botany, chemistry,
etc.) are required, with emphasis on GIS.
Possession of a Master’s degree in an appropriate, related technical
field is preferred; technical writing skills to develop scientific information,
data, documentation or environmental studies involving compliance with
environmental regulations and directives; verbal and written communication
skills sufficient to clearly identify, discuss and convey technical
information, ideas and concepts to a diverse audience, including and especially
military staff and commanders; critical thinking and review skills sufficient
to complete crucial data and document reviews, and provide meaningful comments
and edits on technical documents is required; knowledge of local and regional
environmental issues, including broad knowledge of the natural history of
wildlife, wetlands, and habitat management in Southern California. Individual should have sufficient knowledge
and understanding of GIS as it relates to resource conservation and management
of sensitive species and habitats, and cultural resources on military
installations, and the ability to apply such understanding to a wide range of
resource management situations, problems and opportunities; knowledge of
Geographic Information Systems (GIS) principles, practices and functions using
the most current versions of ESRI and related software; remote sensing; and
familiarity with landscape ecology in support of NEPA, ESA, NHPA, and related
environmental regulations, directives, orders, and instructions; familiarity
with the major concepts, principles, and practices concerning the management of
military lands as they relate to environmental compliance and natural resources
management normally acquired through college or university degree programs;
analytical skills sufficient to complete analyses of complex resource
management and compliance issues, interpret related social and economic
conditions, and recommend cohesive technical approaches and measures for
analyzing and presenting information in appropriate plans and programs;
familiarity with the laws, regulations and Executive Orders affecting natural
resources (wildlife, wetlands, sensitive species and critical habitats),
cultural resources, and environmental compliance, with specific emphasis on
NEPA, ESA, CWA, CAA and MBTA; knowledge of appropriate and applicable DoD plans, policies, procedures and constraints relating to
wildlife and natural and cultural resources management sufficient to ensure
that environmental compliance and management plans, programs, projects, permitting
and technical consultations; sufficient technical, supervisory, and
administrative personnel to ensure completion of the work in accordance with
the approved monthly progress schedule; ability to conduct investigations and
interviews with experts and authorities, as necessary, to accomplish the
assigned tasks; ability to review pertinent reports, files and databases and
work closely with the designated Installation point-of-contact in planning and
performing tasks/deliverables; ability to attend meetings as required.
Individual shall, within 24 hours of adjournment of a meeting, conference or
similar discussion, prepare a written record of the meeting and/or discussion
and furnish a copy to the Contracting Officer’s Representative (COR). The written record shall include subject,
names of participants, outline of discussion, and recommendations or
conclusions. Each written record shall
be dated and numbered in sequential order. A minimum of 5 years of experience
in GIS Geography or associated field is required for this position.
