5-year contract at Camp Pendleton, CA. and seek highly experienced, qualified
employees to fill these positions.
JOB
FUNCTIONS: I
Overview: Under direction of the Chief Operator, individual acts
as a Shift Water Treatment Plant Operator. Oversees and coordinates Shift Water
Treatment daily operations and participates in shift and emergency overtime
work within the base water systems. This position provides highly responsible
and complex assistance to staff such as the Chief Water Operator,
Water/Wastewater Engineer and Project Manager of Utilities. Must have knowledge of:

Principles/practices/methods
of operating a conventional potable water treatment plant.

Local, state
and federal laws and regulations pertaining to the productions, treatment,
storage and transmission of potable water, including Safe Drinking Water Act,
relevant EPA and California Department of Health Services regulations.

Equipment
and material requirements for plant operations.

Standard
OSHA safe work practices and safety equipment related to the work; special
safety requirements when working with chemicals, respiratory safety
requirements related to the work and HAZWOPER requirements for chlorine.

Treatment
process instrumentation used for control and monitoring of unit processes.
-
Plan,
organize, assign, work schedules and evaluate the work of subordinates.

Learn and
understand the WTP SCADA system and the relationship to plant and field
operations.

Read and
interpret technical illustrations, blueprints, maps, plans, specifications,
wiring and pneumatic diagrams.

Prepare
technical reports and perform a variety of operational calculations and
analyses to improve plant operations to reduce costs.

Communicate
effectively both orally and written.

Subject to
24 hour emergency callback and may require working overtime, varying hours,
weekends and holidays.
Employee
must have 4 years experience in the operation of water treatment facilities,
treatment processes or treatment process control as a California T-3 or higher
operator. A valid California driver's license and State of California T-3
certificate is also required.
Employee will be required to coordinate the organization, staffing and operational activities for the performance of water treatment and filtration; participate in the development and implementation of goals, objectives, policies and priorities; identify opportunities for improving treatment methods and procedures, review with appropriate management staff and implement improvements; coordinate and review the work plans for assigned water treatment, activities and projects; monitor work flow, analyze and recommend operational procedures and preventative maintenance work; maintain awareness of changes in regulatory requirements and implement changes into operations; plan and schedule system maintenance, perform operational tests, and record data; consult with SCADA personnel regarding function and use of telemetry equipment and data; work with inspectors on water quality sampling, review quality data and make operational changes to maintain appropriate standards; perform related duties and responsibilities as required. Shift Operator position may be required for shift work and must have the knowledge and skills required to conduct all services and activities of a comprehensive municipal water treatment and filtration program; apply methods and techniques of water treatment facilities computer operating system; apply methods and techniques of water quality sampling and analysis; apply modern and complex principles and practice of water treatment and filtration system maintenance; apply principles of personnel management, training and evaluation; comply with all pertinent Federal, State and local codes and regulations; analyze and use mathematical computations to correct complex chemical dosing in order to maintain water quality; direct and coordinate the work of lower staff; train and evaluate staff; oversee assigned water treatment plant operations; ensure compliance with applicable water quality standards, rules and regulations; coordinate and schedule preventative maintenance programs; program, operate and maintain telemetry SCADA system to control the water treatment, chemical dosing, mechanical operation and distribution system; read and interpret construction drawings, utility maps and schematics; communicate clearly and concisely, both orally and in writing; establish and maintain effective working relationships with those contacted in the course of work. Must have 3 years of responsible water treatment plant operation experience including 1 year of lead or shift experience; specialized training in water science, environmental science or a related field; a State of California Department of Public Health, Water Treatment Operator’s Certificate Grade III.
