We are proposing on a 5-year contract at Camp Pendleton, CA. and seek highly experienced, qualified employees to fill these positions. 

 

JOB FUNCTIONS: I

Overview: This position controls treatment plant machines and equipment to purify and clarify water for human consumption and for industrial use. This person operates and controls electric motors, pumps, and valves to regulate flow of raw water into treating plant and dumps specified amounts of chemicals such as chlorine, ammonia, and lime into water, or adjusts automatic devices that admit specified amounts of chemicals into tanks to disinfect, deodorize, and clarify water. This person starts agitators to mix chemicals and allows impurities to settle to bottom of tank, turns valves to regulate water through filter beds to remove impurities, pumps purified water into water mains, monitors panel board and adjusts controls to regulator flow rates, loss of head pressure and water elevation and distribution of water. This operator cleans tanks and filter beds, using backwashing (reverse flow of water), repairs and lubricates machines and equipment, using hand- and power tools, tests water samples to determine acidity, color, and impurities, using colorimeter, turbidimeter, and conductivity meter. Work includes dumping chemicals such as alum into tanks to coagulate impurities and reduce acidity, recording data, such as residual content of chemicals, water turbidity, and water pressure. This operator may operate portable water-purification plant to supply drinking water, and purify wastewater from plant preparatory to pumping water into rivers and streams or city mains.

 

Under general direction of the Water Treatment Plant Supervisor/Chief Water Operator, employee acts as Shift Operator as outlined in Title 22 of the State of California Code of Regulations to operate and coordinate water treatment and filtration to MCB Camp Pendleton’s Potable Drinking Water Systems, maintain, and operate the system to include water quality sampling during assigned shifts.  Employee will coordinate assigned activities with other divisions, outside agencies, the general public and to perform a variety of tasks relative to assigned area of responsibility. Required to coordinate the organization, staffing and operational activities for the performance of water distribution and water quality sampling operations. Shift operator will participate in the development and implementation of goals, objectives, policies and priorities; identify opportunities for improving service delivery methods and procedures, review with appropriate management staff and implement improvements; coordinate and review the work plans for assigned water distribution services, activities and projects; monitor work flow, analyze and recommend operational procedures and preventative maintenance work; maintain awareness of changes in regulatory requirements and implement changes into operations; plan and schedule system maintenance, perform operational tests, and record data; consult with SCADA personnel regarding function and use of telemetry equipment and data; work with inspectors on water quality sampling, review quality data and make operational changes to maintain appropriate standards; perform related duties and responsibilities as required. Shift Operator position may be required for shift work and must have the knowledge and skills required to conduct all services and activities of a comprehensive municipal water treatment and filtration program; apply methods and techniques of water distribution computer operating system; apply method and techniques of water quality sampling and analysis; apply modern and complex principles and practice of water distribution system maintenance; apply principles of personnel management, training and evaluation; apply and comply with pertinent Federal, State and local codes and regulations; apply methods and techniques of water distribution post treatment; maps and drawings and mathematical computations in order to perform complex water diversion/distribution over different pressure zones in emergency situations; direct and coordinate the work of lower staff; train and evaluate staff; oversee assigned water distributions system operations; ensure compliance with applicable water quality standards, rules and regulations; coordinate and schedule preventative maintenance programs; program, operate and maintain telemetry SCADA system to control the water distribution system; read and interpret construction drawings, utility maps and schematics; communicate clearly and concisely, both orally and in writing; and establish and maintain effective working relationships with those contacted in the course of work.  Must have 4 years of responsible water treatment plant operation experience including 1 year of lead or shift experience; specialized training in water science, environmental science or a related field; a State of California Department of Public Health, Water Treatment Operator’s Certificate Grade IV.
